The Clallam County Shelter Provider Network is composed of representatives from agencies that provide shelter, housing, social services, and treatment for homeless persons. The Network has been meeting regularly since the early 1990s. Participants include DSHS, DCFS, the Housing Authority, domestic violence programs, mental health centers, religious service organizations, emergency service programs, and the facilitating agency, Serenity House.

The Shelter Provider Network has two primary purposes:

In 2001, over 1200 homeless individuals and families were served in Clallam County. This represents about 2% of the total county population. Recently, a Homeless Youth Task Force was established to analyze the extent of homelessness with this population and plan services deemed necessary. Preliminary estimates indicate there are over 200 homeless youth in Clallam County.
